Achievements

  • Number of licenses has fallen from over 6000 (late 1970's) to 1200 (1997) (Wall et al, pp27)
  • The drop in license numbers therefore represents an improvement in the environmental performance of a number of firms,' (Wall et al, pp27)


Background

  • Prior to 1991 fees acted as a revenue-raising tool to cover administration costs


Design

  • Fees for licences based on volume and nature of emissions
  • Mainly associated with industry, landfill and waste treatment
