From 1 January 2007 France will impose a tax of about €0.10 per kilo on new textile products. The measure was tabled following complaints by charities involved in clothing collection that their work was being threatened by growing imports from China. It was agreed by the parliament in December 2005. Revenues will go to groups involved in collection, reuse and recycling of textiles. The French Environment Minister, Nelly Olin, urged the senate to reject the proposal, arguing it would "jeopardise" France's domestic clothing industry.
