  • In 1994 FF 169 million (ECU 25.8 million) was raised, in 1996 this rose to FF 220 million (ECU 33.5 million) (Ekins 1999, pp48)

  • Revenue to finance ‘atmospheric pollution prevention, reduction, monitoring and control,' (Ekins 1999, pp48)


Design

In 1985, the French government started to apply the polluter pays principle to tax SO2 emissions. This law was renewed and expanded several times to include other pollutants including NOx (see French NOx tax entry in this database), VOCs and HCl. In 1998, the rates were the equivalent of US$40/ton of NOx or VOCs and US$25/ton of SOx of HCll (Sterner, 2003).
