Distance-based Heavy Goods Vehicle Charge, UK
Trials for the technology have started around Leeds from 2004 onwards, and preparatory work is underway in the Department of Transport.
Due in 2008
The British government proposes to start with a relatively simple structure of charges to meet the main objectives of the policy, which are (Perkins, 2004):
- to ensure fariness and efficiency so that all users contribute equally and at a level which reflects the costs they impose on the road network
- to deliver environmental and other benefits by setting the rates so as to reflect the environmental performance of the vehicle.
